      Eh wat? Let the complicated mechanis belong to military. The easy ones to civilians and 6 civ (or 3 stealth / civ modded by pirates) win against a normal military one. NOTE: We can add a grace-limit to mass. If a sector has less than a specified amount of military, it doesn't cause attention.
