If you have Earth-sized planets, you might not be able to find/fight other players in a reasonable manner, and you might have way too many resources.
1KM diameter or so might be fine. And one gigantic planet near the core of each galaxy might be cool too.

I think the rails themselves shouldn't have sounds, but we could use soundblocks with server-present(allowing server-wide sounds available) and a client-side sounds folder(if named the same and in the same place relative to the StarMade folder, they'll play for both players) sound files. Maybe...
I think the faction-point cost of homebase size should be enough.
Factions spending under a certain amount of points on their home base should be immune to sieging. Meant for 1-3 player factions.
Perhaps an extended cap depending on percentage spent, or "reinforcing" with extra faction points...

On the subject, different body shape(s?) might be nice.
Though you might have a problem with hitboxes not matching the visual, or choosing the character with the best hitboxes.

The thrust system will allow you to allocate thrust to turning. Personally I feel that both should have separate points for max speed and acceleration.
A very lazy way to solve inside/outside is the max dimensions(including turrets) and say that the shields are repelling the nebula.
Dunno about when shields are down.
I think you should automatically see shops and trading guild stations, but either not see abandoned stations or not tell the difference from them and pirate ones until you get closer. Shops should be advertising themselves, and abandoned stations wouldn't be.

One problem I see is currently they use different ores, IIRC. Thus, this could not replace it and would have to be a separate block that requires all the ores, an expensive block used rarely. Otherwise it would cost too little or too much.
