      No, it means that a specific ship is practical ONLY when a specific fuel source is plentiful. If my faction has a lot of antimatter for a few months and I build a ship that runs on antimatter, I don't want to have to refit that ship with fusion reactors when we find a ton of easy deuterium fuel...
