As far as I am aware this functionality wasn't complete so it has been temporarily removed. You can easily access chests via build mode assuming you do not have them buried. I never even used the drop down menu for chests as there was never any way to tell which chest was what.
I highly doubt the rail system will be a minecart track. I imagine it will be similar to the docking we have now only the parts docked to them will be able to move along this rail. I do also hope for turrets that can have articulated barrels as this is a much needed feature for large turrets...
