      What if NPC citizens could access your shipyard? We already have a hidden pirate flag that lets pirates spawn ships from blueprints, we could simply add a not-so-hidden NPC flag to say "this blueprint is suitable for NPCs to spawn". Then just keep designs for those ships in the shipyard computer.
