In the original thread you mentioned I had that in mind, change the 'active' blueprint and it starts removing extra blocks and placing new ones it has available. Your idea of adding progression would be very cool as an NPC faction would upgrade bases overtime making their older sector better...
The Wedge now has the pickup rails and launch rails for the Drone-27. Tested and they work. The ship Inner Remote allows for launching. The Drone needed some changes are a 'rear' connector does not work well as yet.

I was referring to original builders. We might lose some players over time and thus orphan designs (unavoidable) those could be updated by another player but are 'new content'.
I was updating an old ship (post resource update) and thought, are we recognizing people for keeping ship designs current? We give a badge for posting new content but when looking through all the forgotten relics in the community content I figured there is NO incentive to update older designs...
Well given the sheer time since the original was posted you can imagine the changes. Like, everything. It no longer bleeds power, it's stupidly fast and working in combination with the Drone-Sphere-27 to handle enemies. here's a brief list of changes:

Been a long time since I updated this hull, and here a near complete rework with included power system (as some people have trouble with these in ships this large).
Now with 16 docked power supply cylinders, they supply an awesome amount of power.

So your faction has one or more 'default' stations you build in various locations. Maybe outpost, shipyard, defense, mining, cargo who knows but making them from scratch is annoying. Sure you can make a massive template of the parts and assemble it but that's just as annoying (maybe more)...
I like the idea of being able to save logic bits as templates and the idea of the parent/child of each logic block to be displayed. So often I need to find out what is coming TO a block and it's endless confusing trying to puzzle it out.
A few barely noticeable changes that really help. Here's a short list:
Cargo unload now controlled by an inner remote
Display panels to explain ship operation
Command area lights (because it was dark)
Increased cargo storage (for those long mining trips)
UDP cameras added for side docking...
