Well maintaining your server and making sure everybody is following the rules is a start but here is an addition that you could make Only Limited amount of Factions (disband unregistered factions) Doing this will encourage lots of people to join those factions, and less spam factions...

well the 3rd person is really bad in starmade but you can still shoot anywhere on screen, even though it's a bit off target. so if you're fighting smaller ships, just zoom out and try to lock on with that off target shot, and you'll have a much easier time hitting them with you're main weapons...
