Actually it wouldnt be such a problem because these weapons would still require far more power to run than the default, You would need at least a drone sized ship to carry one of these weapons which would in many ways just void the whole problem.

The reason why i suggest a feudal structure is that in the vastness of space it is hard for one government to control a large area of land and by having the empires divided into smaller governments that owe allegiance to the main leader.
I think the current factions system needs an overhaul. What i had in mind is a sort of feudal layout (Which would actually make since the idea being a bunch of mini factions each controlling their own land and owing allegiance to a central ruler.)
