beams, plasma cannons, assume every form of energy turns into heat (shields!).
cooling systems still have a much lower mass and higher efficiency with block count.
That's why you have interior armour. Stealth ships might be cool enough to not suffer from that.

If hull has a lot of mass, it could also be used to store a lot of heat.
Thermal insulation or cooling pipes might even help against thermal weapons (so why not making heat-storage an ability of hull?)

Give each chamber it's own heat box - many smaller are more interesting to handle than one large. And you still have one reactor with multiple boxes.
Then maybe require a wire-frame around that heat box - so that peoples don't build ships in a way that heat volume is outside the ships hull?

Tells me you don't understand what I meant.
If you have 24 smaller ones, you can only use 6 because of heat.
It's not about how much area you have for guns, but how much area the guns you can use occupy on your ship.
But this needs to be outside the "dev build" branch, maybe an "experimental or modification branch" (else peoples might get a false idea).

My argument is that the attackers always have the advantage, because they wouldn't attack if they had not.
They can equip weapons against the strategy you chose.
If you have guns against big enemies, they swarm you.
If your weapons are against swarmers, expect a frontal-assault ship or snipers...
Perhaps it's an ambush by 6 cloakers or carriers jumping into systems around you.
Or perhaps your enemies have "thrust overdrive" and can "tank through swarmers which get overkilled" until they positioned around you.
Don't expect to turn faster than your enemies in a ship as big if your enemies...
But Capitals might face drone-spam in all directions. If they are not supposed to travel with thrust but by jump-drives, they are very likely relatively heavy relative to thrust/turn rate.

With "crew boxes" I address the issue of "submarine style interior", Crewman need space for morale.
Perhaps a training hall, a garden or a bigger place to work and move freely (stretching arms/legs or simply be able to work on a second task without having to put the first task during that time...
