Blueprint may eat up your Memory ... depending on how many there are.
rename the blueprint folder to something like blueprints.bak and start the server without any blueprints to see if it is than within those 4GB
just do not forget to tell your players that is temporal

32 bit java is limited in its ability to assign memory (most of the time the max is 1024) and because you only have 4GB (if i did read that right) you shouldnt assign a max above 3072.

they do collide because they get generated twice with identical parameters including there postition
at least thats how i did understand the log files in the report
so asteroid respawn turned off may help here
(of course .. that will remove their ressources completly)
