Not even close, unbugged it would cost something like 60% more power overall due to multiple outputs (a small turret does not have room to toy around with extra computers).       RGB colour sliders were already a rejected idea. Hull is getting an armour boost with the HP system. The problem is that hull and armour does not currently scale, whereas weapons do, which should be remedied by the ship-wide armour system that should come with the hp system.

      If you could manage to force an inaccuracy onto weapons (shots have a chance of veering off by a angle), you could use that to fix shotguns as well. But I think it was said that that kind of random shot mechanic would be too laggy (more calculations upon firing large waffle arrays for example).
