If that isnt working .. then the usual drill is needed.
1. Fresh install
2. Crash it on game start
3. provide the Logfiles
and as a reminder .. INTEL isnt supported as of now (because it breaks all the time i guess ??)
yeah ... not working for some intel drivers.
install an older version of the game that did work for you (you can do that by specifying another install path than the one you normaly use)
if you have found a working version copy the failing shader files of that version to the newer version
they...
it is not hard coded. However it isnt even a game feature at all right now (all the F1+ what ever things are Dev features) its what ever is bound to this http://prntscr.com/iqropo +G. if i am not mistaken.

its a bit wonky
i have seen the energy bar not showing any consumption, but the reactor menu (priority settings ) are showing a power drain value pulsating.
i do assume its a GUI issue. but have still to confirm that

from the screen i cant really see what you are doing there ... except that your reactor runs at 400% load or something like that.
are you even sure those shields are powered at all ?
are you sure they are stable enough to not just blow up when they do get damaged somewhere ?

is the refinement chamber working properly ? (its levels and all giving the right bonus?)

Afaik claim plus one chamber bonus do add up
(level 2 chamber however is already bugged if i remember correct)
i dont think claim + Ship chamber + Station chamber should even add.
i think one chamber effect is enough .
