Wrong. The TE is a constitutional monarchy with a military that performs both home defence and law keeping. The Emperor is chosen by Senatorial vote for one of the 5 founding houses, with the head of the chosen house becoming Emperor. A senator is a democratically chosen representative for a region/province in the Empire.

There's a large charter dedicated to detailing the personal freedoms of the people, the governments role as a servant and the military's role as guardians.

I understand the confusion with the big red flag with the imposing black eagle clutching the crest of the Empire and the big dark coloured ships with that heraldry plastered on it, but the idea is to have these freedoms and viciously defended with brutal firepower.
