Perhaps, the OP's rules should apply to high-secs and low-secs are random-PvP.
high-sec is +++ and maybe ++-, +-+ & -++ OR +--. +-+ & ++- (either 2+ count over 1- or +** count over -**)
low-sec is - - - and maybe +--, -+- & --+ OR --+, -+- & -++
We should define rules for areas and let servers decide which areas they include:
- "public-creative" can be +++ on standard-compliant servers
- "public-jungle" can be - - - on standard-compliant servers
- "public-survival" can be + - -on standard-compliant servers
- "public-showcase+homes" can be ++-on standard-compliant servers
Then you just need to say if your server is standard-compliant and which areas you include/re-purpose instead of defining separate rules on every server.
The only rule which should always apply: "Others will do onto you what you do onto others".
