I think this is a great idea. In addition to the stated game balance effects above, there are also some immersion-related perks to keptick's suggestion.
By having permanent harvester stations on planets, you're tied to that planet. You're going to be leaving and returning to it frequently, so you're going to want a place to dock your ship. You need the harvester and enhancer modules, so you need some sort of mine structure. It'll need power, shields, and probably some turrets for defence.
In short, you'll be building colonies. That's something this game is really missing: there's no reason at all currently to go out and civilize the galaxy, even a little bit. Now? There absolutely will be. There will be planets that you'll be returning to time and time again, if only to collect mined resources, which means you'll get invested in the place.
Important: This idea will only work if the harvester blocks continue to produce resources when the planet isn't loaded, probably by simply comparing the last time it was loaded every time someone goes to the planet with the current time, and extrapolating resource production based off of that.
