Except the power cost isn't 10% additional per group with missile-beam. Test it for yourself and see. It's WAY steeper than that.

No. Absolutely not OP. There are a few features that only become accessible when faction points reach 0, such as the ability to damage the faction's homebase. What you're proposing would eliminate that feature from the game.
