At the moment, nobody really uses more than just one sector for their homebase, and a few turrets on the homebase to keep away siege forces.
This might change if we get a faction overhaul.

A toll block with some other crap attached should be able to function as a Sector Toll block.
Someone enters the sector, they get a payment request, and if they don't pay, they get X seconds to leave before the station turns temporarily hostile.
Right now, Explosive effects cause cannon shots to explode once for every single block that they impact, which causes alternating crosses of doom along their path. It's pretty cool for a "bigger shell" effect, but it's not what we should have in the future.
