What about if you charge the jump drive normaly it happens in normal time, but if you were to do it on auto mode where its always charging up it does this much slower say like 1/10th or 1/5th the normal time, or whatever as a penalty, for always being on as to prevent an overload of ships...

Well positive or not, I believe in the idea behind the goal, each star would be a manageable object able to be orbited, exploited and what not, there are several suggestions, i suggest adding them all together and making a wish list about stars, maybe this would gain more attention then just 1...
