Didn't see that you meant "permission" block. I mean, I'm expecting a different texture for the credit activation block. Perhaps there should be a menu in the activation block/button asking whether it will be a credit block or normal block.

I don't agree with that, but perhaps you can link the faction to the credit block so only faction members can pay + activate.

It's very simple. In order to activate it, you need to pay a specified amount of credits. Credit buttons, too. This can make possibilities, such as theme parks, hotels, and even passenger ship type of things.
