I have this problem too, but on a much larger scale. I fix it by flying away from the sector, waiting for all the data to unload, then I fly back, when it loads it finally loads everything. I am forced to do this every time I launch the game.

Add a weapons computer and a single amc (targeting laser) to your SD-BB turret and it will work. Hopefully this requirement will be patched out but its a nice workaround for now
