Yeah, it is persistent, there are 2 options, you can destroy the shop or use the command /shop_infinite false ( I think that's right, it's either that or off). Alternatively you can easily make a 2nd world for creative world.

Yeah, I know.. the only problem with that is, we gathered everyone, built the planet, and I filmed and edited everything within 6 hours.. 1/1.5 hours building, 2 hours filming, and the rest editing. I kinda wish I'd been able to do the same thing, and have low tech skins for everyone but.. Time...
