      I've also noticed that when you hold down the trigger on anything that doesn't reload almost instantly, it "dry fires," consuming the same amount of energy as if you had actually fired, but not actually shooting. Is this a bug or intended functionality?

      Having a "dev kit" once the game is much further along, perhaps actual release, for actual modders would be a good idea. Letting the masses have the code now would be a horrible idea.

      The decay factor basically determines how long you can step away before losing all of your hacking. 1 = step away for an instant and you lose all your hacking, 0 = no decay, you can come back anytime and finish it. numbers in between would give a limit on how long before a full reset.

      Except you can only remove the blocks once. As long as it takes long enough to claim it, BB'ing things to death isn't any faster or game-breaking than using a resonable-sized salvager.
