make sure the GPU Specifications are properly those of an HD7770, maybe by using a program like GPUZ

i really doubt the 60-80FPs (on anything other than empty space) with a 10 Year old CPU and 2 Generations outdated memory.
The GTS 450 is slower than the HD 7770 thats probably a thing, but the difference between those 2 isnt big enough to explain that drop in performance.

indeed there shouldnt be any reason for that ! the black screen with the notifier for "preparing files (one time operation)..." is already the game that is running and not the Launcher anylonger.

That specific problem is Intel related.
maybe their grafics driver is the problem, this wont be fixed soon .. StarMade doesnt support Intel iGPU officially.
Yeah .. i would think that it is the server not keeping up with the tasks
(it puts updated in que to prevent it from lagging)
so nextime you relog you get the updated sector information and it shows properly.
the logics not working can be the same issue, or the task handling that has crashed if...
Try to clear client cache and see if that makes a difference
otherwise if the server handles it properly and it only happening on your end and no one else seeing the problems on the server, it would help to know your systems specifications and the launcher settings.
The Launcher itself isnt running on Java ... so as long as you are not even starting the game itself you wont run into any Java problems.
And you are not using your OSs Java anyways (9:24:48 PM | javaPath: (none)) , but the embedded Launchers Java which should be working.

a .sment File is a renamed .zip ... just extract the content and place it in the proper folder and it should show up in game.
you have to set the privileges for that blueprint then in the admin tab ingame anyways.
do not downgrade an existing install. Starmade isnt intended to be backwards compartible.
using the latest release build in new install path is startting the game ? if not supply the created logfiles from the /logs folder of that install please.

i do know about those settings in the new launcher, and if it isnt working with the embedded java with the standard ram settings then i have no clue either.
it still isnt login any crash information in the logfiles .. right ?

What does your launcher looks like ?
Is the game running afterwards ?
If yes please upload a logstarmade0.log file of one of these game starts in the latest game version.
use a different Java Version maybe and see if that works.
Install Java from the java.com page Download Free Java Software
then point the Launcher to that install here
there is a SSL problem thingy that got fixed in the latest .335 update . i think that is your problem here
