My suggestion to make pvp more interesting would be to make it more worthwhile to actually engage other players in battle, like some sort or reward system. The obvious answer would be to earn credits or fp for sinking enemy ships. You could also add a kill score, which other players could see...

I like the first option since it uses existing mechanics and doesn't require new blocks. Many of my ships already have radar jammers to hide me from pirates and other troublemakers so not having to refit my ships is a big bonus.

That helps, the lockers are more like footlocker in the crew quarters and really don't need dedicated cargo space aside from the what the storage block already offers. No need for a cargo crate in the hold to store your personal gear really.
