I'd like to remind all applicants that the council was made to be - at least as a main role - 'merely' a way to filter down community's thoughts and serve a bridge between them and internal devteam take on current features, problems etc. Thus, most of what you'd all be able to do to improve the game you actually can do already and you don't need to be more than merely average members to help the game.
