    Personally, I would like planetary or stationary weaponry being more energy efficient but have more weight also.

    Currently you can do this by reducing required resources only,
    but since people tend to build star-destroyer sized ships blocks really need to have a mass.

    Maybe count number of natural dirt/rock blocks:
    64 dirt/rock = 100%
    100% = 640% damage/energy per block without any other disadvantages.

    If it hits stuff inside atmosphere it deals way less damage.​

    Sure, a ship can equip them too, but then would crash into a planet due to it's weight/thrust efficiency.

    The gravity range should exceed the atmosphere range.​

    I like the idea of a weapon-hardening effect system. A weapon-hardening effect could be useful for other things besides orbital bombardment. For instance, it could greatly increase the HP of missiles vs. point defenses. And maybe increase energy efficiency of salvage arrays and thrust as a defensive effect. There's plenty of potential there.
