The job of the council is not to act as some sort of expert, but to act as representatives for the players in order to both streamline and add depth to community-Schine communications. Think of the council as the Google Fiber cable giving people good internet access, not as the NSA selectively filtering things that go against their agenda.Just a word of advice, dont make promises about getting game features, just remember that schema is the one who makes the final call, not the council.
Council members are suppose to represent the varying groups of SM. No one person is ever gonna be able to represent everyone, so I just acknowledged the fact that we will have a few people representing the various clusters of bias in the community, kinda like political parties, just without the bullshit and lies. You assume that people can be neutral when it's usually always motivated by selfish reasons, I hope that you may be able to find people that really is neutral at work in the council. But if they are to be elected by forum pals, count it clear that it will be unlikely to happen.

I would represent YOUR opinion and YOUR wishes to the devs
No one could possibly represent my opinion. That's not necessarily a bad thing, I'll grant...to act as representatives for the players
I would maintain that the council needs a mixture of old-timers, "experts", new voices, good "accountant" types, and original thinkers. All of whom need to be at least competent communicators. Bullies, and conversation-hogs should be dismissed. I also think an actual Schine team person (specifically NOT a council member for impartiality) needs to act as a sort of "Speaker-of-the-House" to maintain order, keep councilors on topic, and determine who's got the floor, amongst other things.I would maintain that a councilor should be an expert, so as to better communicate to the community the nuances of the game as it exists and as the devs intend for it to exist.
