Starter does not start

I downloaded the starter and double-click on it, but nothing happens. all requirements are met. I have windows 7x64. Gforce 650ti. 8gb ram.intel i3 2120 3.3 ghz and java 8. it shows no signs of activity
I already tried reinstall java ,run as administrator,but nothin but nothing helps.
What to do? What's the problem?

Is there a java.exe task running in the taskmanager ? if yes kill it and try again.
are you running some sort of Virus/Firewall software that might stop java programms?
do you have installed the 64bit Java Version if you have a 64bit OS ? (you have to search manualy for that on java.com)

Well in Task Manager there is none ,
I do not use a program such as Firewall , anti-virus at the time of launch is disabled, also using 64 bit java

i am out of ideas then.
you might try to install the Java JDK instead of the JVE to try if it works : http://www.oracle.com/technetwork/java/javase/downloads/jdk8-downloads-2133151.html
you can ask the support for help, they could have an answer i am not aware of.
