Prioritize server chunk updates for ships in combat

    Periodically, on heavily populated servers, players are unable to receive chunk information, resulting in bizarre and ridiculous problems such as only being able to render the single chunk immediately surrounding other ships' core rooms, or what have you. This happening even rarely is enormously irritating, especially since players can no longer Tab-F6 while in their ships to force the server to resend chunk information (why was that removed for pilots again?)

    I recommend creating a system in which sending information to ships in combat is a higher priority than sending information to ships *not* in combat.

    In combat, extreme lag isn't just an inconvenience like it is everywhere else, it's downright game breaking.

    The tab-f6 thing was removed because unloaded chunks don't collide so it could essentially be used to no-clip through otherwise impassable defenses.

    Hmmm... Perhaps the game could determine if ships are in combat with the same value that determines shield regen speed?
