Just like in EVE, Starmade uses the "Player-Driven" content aspect of the game.
If EVE had only 30 people on their server, I can see it becoming boring.
My personal idea for a Starmade Faction would be to mass produce 'faction' ships, tier them, and allow the members of the faction to use them. The 'faction' turrets would all be universal by size as well. So a turret you had on your Tackler Frigate, could be dismounted and remounted on to another mount of the same size, perhaps on an escort drone carrier.
The whole point is to make the game modular, just like all the other space games out there. It's a system that works and I will continue to build off it for the rest of the time I play this game.
It also helps a lot if the server you play on fixes their configs so they have meaningful warfare (example. Your faction loses points if it loses territory, thus any hostile action against you will affect you in the long run eventually leading to your homebase destruction) Right now servers don't even bother messing with configs, let alone the Faction ones. So I believe a lot of the 'emptiness' in the game is due to [lazy] server owners/admins who don't try to progress the game one bit, they just set it up and run it for years, then decide they are bored and shut it down instead of changing the configs completely and providing a new experience.
