Currently, cloaking and jamming computers rely purely on a mass = power consumption system, which I find very unintuitive and niche to use, not to mention different from the computer and module based system we see for everything else in the game. This MUST change so that a meta can properly develop and evolve.

By giving Cloakers and Jammers modules so that they work like everything else in the game, they'd become a lot more common since they'd no longer be exclusive to dedicated stealth ships.
Along with this increase would be a change to scanners, which would now only detect jammed and cloaked ships within a certain frequency range, or in Starmade's case, module size.

What this means is that if you built a powerful scanner, it could detect around equally powerful jamming/cloaking systems, but smaller ones would fall under the radar and be undetected.
With this new system (and NPC crew), you also could make dedicated ships packed with different sized scanners to reveal hidden enemies.

Ermwut? You build the biggest baddest scanner in the universe and can't detect the smallest tiniest two-block ship consisting of a core+jammer because it is... smaller?

Also couldn't you just have necroed one of the gazillion other scanner/jammer/cloaker revamp threads?
