Give server owners better control: Options in server.cfg for server owners to limit the amount of mass each player can control in fleet assets. Also, potentially grant a bonus for owning systems.
Default values (no change to current config):
MaxTotalFleetMass = -1 //Max total mass allowed for all of a player's fleets combined
MaxSingleFleetShipMass = -1 //Max total mass including docked entities of a single fleeted ship
MaxAmountFleetShips = -1 //Max amount of ships allowed to fleet up per player
MaxEntitiesPerFleetShip = -1 //Max total amount of allowed docked entities of a single fleeted ship
SystemFleetControlBonus = 0 //Linear value for bonus to increase MaxTotalFleetMassPlayer variable per faction owned system.
If a player exceeds any max limit, the ships in their controlled fleets will not follow any commands, and display a warning (maybe something about short supply). Perhaps there can be an option to control their behavior if you exceed built in limits?

Why?: Many people bill SM as the limitless size space buildan' game, but let's have some realistic expectations here, especially when it comes to smooth running servers. Also, fleetspam ships with a bunch of turrets are a nightmare on performance. Also, we still need incentives to control systems.
