Faction Point System Not Working At All

It seems that you can gain faction points, but they are not being used by claimed star systems. Here I have 1 star system claimed (which it doesn't list as being claimed, even though it is), and it requires no faction points per turn. Also, there are no faction points being awarded for "Offline Active" yet, either.
Has the system not been implemented yet or something?

Pretty sure the first system is free. Try claiming a few more.

Offline and Online work.
However, they are only processed once per hour.

And yes, first system is free (config option).
So a second system will show up on next faction point turn, not immediately.
