Bug Circumvent Option not working

The option I am referring to is:

ADMINS_CIRCUMVENT_STRUCTURE_CONTROL = true //admins can enter ships of any faction.

This option although set to true is not working and it is in the server config file. I am just wondering why
this option is in there if it does not work?
