Bug Cannot choose symmetry

Version 0.1421

Steps to reproduce:
Place ANY block which LIMIT per ship is 1 (Iused the faction block for this purpose)
Keep the block selected
Hold CTRL, click any symmetry option, I used the last one, and click anywhere

Result: You get the error "You cannot place more thant 1 <block name> pership!"
And the symmetry plane will NOT be set. (blocks will not be mirrored when placed, you have to choose another block and set it again)

Expectation: The symmetry plane would be set correctly.

To describe the general case, it looks like "all" building rules are applied when setting symmetry. I've noticed that it cannot be set if no block or a non-building block (the pistol) is selected, or if clicking "within an active docking area". I haven't run into a case where I can't find a way to set the symmetry though.

This one is in for a really long time now.
Did avoid this happening for a while. :P

If you can't place the block in your hand you cannot set the plane. It's an annoying bug but nothing gamebreaking. I encounter it the most when I am trying to use a mounted turret as a marker for my symmetry plane and ever so occasionally when I have a faction module or bobbie AI selected.
