can you change the server port?

I am trying to set up a server to allow people not connected to my network to get on. however no matter what I do with the router settings or my firewall it will not work. I have used port forwarding as well as port triggering. Allowed all trafic on the port through my firewall and turned it completly off. Still nothing...... any ideas?
