Am I the only one unable to use the structure menu?

I'm surprised to see this isn't posted as a bug yet so I checked other computers on my LAN today... and well even after the latest Dev build I downloaded 2 minutes before posting this, I still can't access the structure menu. Is the menu being dumped in turn for the logic block system? Is there something I missed or is this a bug? I have tested on 4 of my pcs and they all have the same issue but I'm not sure if its a file error or if it may be a bug as I tend to install everything from my main computer over the network. Thanks for the help.

Unfortunately, its inconsistent, it sometimes crashes and on relog it works.

But it IS known.
