Schema made that one after it was reported at a bug. You could be right and it's just there to let everyone know they're aware of the problem and it's not really intentional. If that's the case though it's kinda strange punch would be nerfed to bring it in line with a technically broken effect.
I like the idea behind integrating the turrets and logic. My only suggestion would be instead of having the turret detect being in combat to add a logic block that preforms the function and let AIs be enabled and disabled by logic(no active AI would return the turret to it's resting position)...
You can get effective total coverage with just four turrets which isn't the huge balancing factor you're making it out to be. If you want turrets to be balanced you need to look somewhere other than forced blind spots like turn rate scaling off mass.

It's redundant but I don't really think that's a problem. The only upside I see to limiting gun elevation is that it could be a potential balancing factor.
You could just lock the max elevation for the gun at 90 degrees since anything more than that is technically redundant. I personally don't like the idea and think clipping should be avoided unless it's absolutely necessary for a number of reasons.
