I reckon missile guidance need to be select-able in the weapons menu. Want rapid fire guided missile? Want fast heatseeker? Want shotgun unguided or shotgun lock-on? You get it :p That way, just missile isn't useless, since it is actually the balance of reload, splash and damage.
