This is up to server administrators, many of which have and do ban players for these sorts of things.
If you're suggesting we ban these people from our community or game entirely, that's certainly not something we will ever do.
It's either file corruption or a permissions issue. It shouldn't be a perms issue if it's installed in Steam.
To check if this is the case, can you download the game from our own website and launch it separately from Steam? StarMade

Also, what's your OS? It looks like you're on some MacOS variant.
