I think this is a bad idea. Anything like this will "taint" a game. It would be a slippery slope to a pay to win methodology that is diametrically opposed to a sandbox game.
I think mission is more appropriate for Starmade. The Enterprise went on a 5 year mission open ended mission with some pretty broad goals, and also did many one off missions.

I have to agree with this. One of the reason the OP gives for having this is exactly why this wouldn't work, one persons frigate is anthers dreadnought. Depending on various things like server settings for max ship size, or RP a standard classification wouldn't work.
I have a problem with asteroids not respawning. When they don't respawn yes it forces people to go explore and be "nomadic" but yet the game seems to be focused on building stations as you can't refine mined materials on ships. The two concepts are leading in opposite directions of game play...
Having a safety range isn't a bad idea but could prevent point blank shots. Then again perhaps the missiles are simply out of phase of the ship that fired it.
