They don't need to be their purpose isn't to provide any actual defense, they soely exist to gimp pierce projectiles. Actual defense can be done by a main shield that does not cover the forward armor block, as specified by Lecic
First of all thanks for an amazing dev blog, really looking forward to some of the upcomming features.

Probably the illusive golden age though I swear that two main servers before illusive we had like 2 weeks that made illusive look half dead in comparison.
Unity does a lot of things but but huge voxel structures is not one of them. Also I believe schine have mentioned that it doesn't allow as great an access to low level processes as schine currently enjoys.
On the other hand its also rediculous to see an ICBM instantly destroyed by a weapon that does less damage than the pistol carried around by astronauts.
If this thread gets off the ground I'll make sure to point all the potential exploits that could arise from things discussed here, not in a malicious way though, more of a 'hey this allows this, maybe have a way to prevent that' kind of way.
To those who want to base power gen off mass/block count I raise you Atra's magic Advanced-armor/dirt reactor, or for a 3 million credit deposit you can make use of our completely unkillable area trigger reactors.
But a pair of shields with 500 capacity each is no better than a shield with 1000 capacity. All such a mechanic does is enforce pointless spaceing of shield generators.
I mean downed, the way the descriptions have been worded would suggest that even if a shield generator is down, it would still disable otherwise functional generators within its radius.
Does this mean I could theoretically have a large capacity low regen shield with a low capacity high regen shield inside it that only starts working when the main shield is down? or would the second shield be non-funcitonal even when the shield bubble it exists inside of is down?

Bear in mind that the most efficient possible reactor mechanically is not the most efficient possible reactor for a given ship.
For example IRL rocket engines get more efficient the bigger they get so if we wanted to use the most 'efficient' engine possible we would be sticking gigantic engines...
And therein lies the issue, new power was in part supposed to move us away from gigantism and is instead (in its present dev build iterations(s)) enforcing gigantism
