Thanks for the advertisement, WarSongBoth? You should only need one install and it should be x64 Java. I'd remove the 32bit edition and try again. If not remove both and force x64 to install.

I can max most things but when I switch on bitmap I get a ton of lag, and if I use frame buffer the game won't even launch.Maxing out the settings isn't that great atm, there's a bug with occlusion culling for one thing.
Occlusion culling glitches can sometimes be hardware specific, do you have an ATI card per chance?And the there's the whole giant ships disappearing with occlusion culling thing that me and FURB found.

SKC if you are looking for a "how pretty can i make this game" then try the following.
Texture pack, Default @ 256
Shadows : ON @ Ultra
Normalmaps : ON
Procedual background ON @ 4096
Max Segments : High as you can go.
All of these things will cost FPS. So i'd advise incrementally trying each one in stages.

Glitching structures is probably a Occlusion culling bug from hardware compatibility, if everything looks "broken" make sure VBO is ON, or restoring to a default value. 4mb. (if those are true, try but didn't help, try off).
Shader mods, these alter the stars ingame. however they both require frame buffers, so if you are unable to run with frame buffers these will not work.

I have both installed so I can use 32bit java programs also. Does that matter?I'd probably leave early and initial memory values as they are, increasing the maximal ram to 4 or even 8gb would probably benefit. But i'll let someone who can answer that from first hand experience correct me
Just double check you are using 64bit java. The amount of people that get errors and problems purely because of that is phenomenal
