Apparently confirmed on Elwyn, but even barring that, I know from experience that <6-belt systems are an amazing asset (At least, when claimed by a faction), and it doesn't take a PhD in game theory or military strategy to figure out that people will be fighting over them.

Black hole region is only valuable if it is near you.

6 belt systems are near worthless, since 5-4 belt systems can do practically the same, and they are common.
