You could leave installing lights as a task relatively late in the design process, and then install them with a controlling block selected so they all autoconnect to that.
Also I think even for "full stealth mode" I'd want to have at least some emergency lighting going on, so controlling each and every last light, no matter what, may not be that helpful. Using logic controls allows the choice of granularity, the choice to leave or switch on a few select lights when you switch off "all" lights.
Well, still give us the option for the entity structure command. Then logic up your emergency lights, trigger the entity command, and then trigger the logic.
Have the entity structure command, like the logic one, reverse all light status. Have emergency lighting default to OFF, and have all main lights default ON. Switch them for stealth mode, you've got a red set on in select areas and none in the rest.
