Gallente Velator: Standard Edition 2.0.0

The ship is now green! Additionally some minor alterations to the hull details were made. The internals are exactly the same. The systems have been updated, and will be posted on the main DL page. This ship will not receive another update till April 2nd next year.

Updated stats for a more accurate conversion. Should operate mostly the same. May have also fixed some bad block placement from before.

Changes include a significant drop in mass while keeping the same T/M ratio and a large drop in power regeneration rates.
