What does it mean when a hotbar icon is orange?

mine are blue if i dont have them fully powered... and thats only for weapon systems it seems

For me, it turns orange when there isn't enough power for the required resting consumption. Like, when you dock ship to an entity with a much smaller reactor.

thats wierd... i just checked again and mine are orange when the system is charged and ready and blue when thers not enough energy to keep the weapon charged (thats while i'm not docked to anything else)
