Warp Inhibitor Effect

    It'd be cool to have an inhibitor effect for weapons, as well as the passive system currently in place. This would allow weapons to drain warp drives with each hit after shields have been depleted.

    Some weapons can effect ships with shields up it should be okay for a warp inhibitor draining effect to work on hitting a ship with shields up.

    This should be what ion effect does after shields are down. It shouldn't drop the jump drive charge completely, but lower it slightly with each hit, so that it can take multiple hits or one really powerful hit to drain the jump drive to 0.

    This could be another way smaller ships can contribute to a battle: Keeping the shields and jump drive drained while the big boys slug it out.
