Stop Effect Question

Does the stop effect negate damage when connected to a weapon?

I had an amc/amc/stop weapon that when fired did no damage.

I believe the DPS is converted into the stop effect (meaning faster stopping and more resistance to attempts to maneuver away). the same applies to push and pull, with the DPS converted directly into the force.

That is correct. In this case a 1:1 ratio of weapon and effect blocks will do no damage, but result in a stronger effect.
