(Stationary) Space Scanner

    At the moment, except for bugginess turning it off every now and then, radar jammers basically make turrets and pirates useless. In PvP as well, jamming opponents make for very hard targets. Which, IMO, makes jamming a bit overpowered.

    So there should be a counter for it.
    After giving it some thought, I came up with two options, that would be able to counter jams, but not render them useless, since that would just create a new issue.

    The first option would be to allow the player to construct stationary space scanners, that detect / unjam jammed ships in a certain radius. Those can only be built on planets, or space stations. They should require a decent amount of power to run, to prevent them from being quickly spawned into battle on a newly spawned space station block.
    Players could protect their bases from jammers, while jammers retain multiple purposes - base defense, fleet interception.

    The second option would be a module that can fit both on ships, as well as stations. It should require a huge set amount of power, like, say, 1 million /s, regardless of ship size. This would prevent just making anti jam battleships that would be able to both detect, as well as destroy jammers, while making it a feasible option to make a specialized detector ship for fleet battles.

    Realistically, I guess the first option would be best, if only because it would put less strain on the server to have stationary fields of detection, instead of mobile.

    Ofcourse, same mechanics could apply for cloaking. It seems cloaking is less OP than jamming though.
